The National Stormwater Center’s courses focus on stormwater inspectors, NPDES permit compliance, and intent of the regulations. We believe that permit compliance is the key to achieving the goals of the Clean Water Act, and that inspectors make the difference. Our courses are developed by former Federal and State enforcement officers to create stormwater inspectors who are knowledgeable and who possess the necessary skills and demeanor to be effective in their duties.

After serving for 10 years on the EPA team that developed the NPDES program, John continues as a national expert in NPDES policy. He is an EPA advisor, a consultant to industry, an expert witness, and manages 50 inspector training events a year including the Florida Department of Environmental Protection’s Stormwater Management Inspector Program. John lives in Maryland and Florida.
Retired from TDEC after 38 years of service, including 24 years as Director of Water Pollution Control, Paul is a dedicated environmentalist who understands the complexities of stormwater permitting and permit enforcement. Paul is a licensed engineer with a BS in Engineering Science and a MS in Water Resources. He is a US Masters Swimmer and lives in Tennessee.
Retired from U.S. EPA after 35 years of service, and recently retired from Beaufort County, SC where he served as Stormwater Utility Manager. During his tenure in Beaufort County, he oversaw the adoption of runoff volume controls and has published a number of articles on post-construction controls. Dan serves on a WEF national stormwater committee and has degrees in Civil Engineering and a MS in Sanitary Engineering. He lives and gives flying lessons in South Carolina.
Retired from US EPA Office of Enforcement and Compliance Assurance, Dave directed EPA’s water enforcement activities and developed the NPDES Inspection Manual. Dave also conducts compliance evaluation inspections under EPA contracts to states. Dave lives in Northern Virginia and Florida.
Fred conducted EPA training for EPA and State NPDES managers under a three-year contract with EPA managed by John Whitescarver. He was previously the Director of Water Enforcement for the State of Oklahoma. Fred lives in Tennessee.
Roy has 10 years of experience overseeing nation-wide construction projects including as the stormwater compliance manager for Walmart’s 200 distribution centers. Roy lives in the center of Texas.
Gianna is President of C&G Environmental Group in Puerto Rico. She was previously a chemist with the Puerto Rico Aqueduct & Sewer Authority. She has a Bachelor of Science degree in chemistry from the Catholic University of Puerto Rico, and a Masters of Science from the University of Lowell in Massachusetts.
